No. 51 appears to me to be instinct with the hand of Dr. Sloss, and I agree that a firm answer is called for. You should I think, however, see the attached draft reply. We cannot, in my view, 'burke 'the situation in any way, but I have endeavoured to tone down the telegram a little here and there. In particular, paragraph 3, as originally drafted, seemed to me to require expansion, and the concluding sentence of the telegram I felt needed "softening"

I have discussed

the alterations with Mr. Bourdillon and agreed them with him and with Mr. C.W.M. Cox, and I suggest the telegram should now go to the Treasury for concurrence. In view, however, that no reply appears to have been sent to No. 55 on this file, which asked for an early reply to No. 51, I have put up a short interim telegram regretting the delay, and this, I suggest, should get off quickly at once. Draft "A" can then be sent to the Treasury for approval.
